Transit-Oriented Development (TOD)

Transit-Oriented Development (TOD) refers to well-designed, mixed-use, higher-density development located near frequent transit service. TOD supports sustainable growth by increasing transit ridership, reducing vehicle miles traveled (VMT), and minimizing environmental impacts. It also contributes to revitalized communities, enhanced quality of life, and greater regional economic competitiveness.

BART actively partners with public and private entities to develop housing and mixed-use projects near its stations. These developments promote equitable access to transit, support active transportation, and include affordable housing components, helping to meet regional housing goals while increasing system ridership and reducing greenhouse gas emissions.

To date, BART has 22 completed TOD projects and 8 more in predevelopment. While no projects are currently under construction, BART owns approximately 250 acres of land at 27 stations that could support future development opportunities.

Decisions about where and how to invest in TOD are guided by BART’s TOD work plans, which help prioritize projects based on criteria such as market readiness, equity outcomes, and alignment with regional planning goals.
